Repair and maintenance services of tanks. Water tanks. Repair and maintenance services of tanks. Water tanks. Homes for Haringey Ltd would like to set up two contracts for Planned Preventative Maintenance, Responsive Repairs and L8:2000 Compliance for Water Storage and Distribution Systems and propose to tender the following lots: Lot 1: Planned Preventative Maintenance, Responsive Repairs and L8:2000 Compliance for Water Storage and Distribution Systems to various communal systems across the Borough of Haringey. Lot 2: Planned Preventative Maintenance, Responsive Repairs and L8:2000 Compliance for Water Storage and Distribution Systems to various communal systems across the Borough of Haringey. Tenderer¿s are allowed to bid for one or two lots but will be awarded one lot only. There is an equal split of the systems but it is not on geographical basis. The 2 Lots will comprise of parts of the Borough, and details will be available in the Tender Documents.

See II.1.5 above. It is anticipated that the average total annual value for each contract will be as below although HFH cannot guarantee the value of the work. The estimated annual values are as follows: Lot 1: - 100,000.00 GBP Lot 2: - 100,000.00 GBP. The contract will be for three years with an option to extend.

The Authority will undertake a Dun and Bradstreet, or equally approved, credit check on applicants and the minimum acceptable rating from this check is noted in the pre-qualification questionnaire available from the address in section I.1. An award of contract will not be made where the contractor¿s turnover is less than 3 times the total annual value of the work envisaged under the relevant contract. Consortia applications may be submitted.

IV.1.1)Type of procedure: Accelerated Restricted
Justification for the choice of accelerated procedure: The EU Accelerated Restricted Procedure will be used toprocure this service in accordance with the European Commission's decision to relax the rules on its use during 2009 and 2010.as adopted and implemented by the measures detailed within IP/08/2040, issued on 19.12.2008 following the recommendations of the European Council to the Commission of 12.12.2009. In doing so The Authority wishes to shorten the procurement timescale.
The public procurement Directive 2004/18/EC allows recourse to accelerated procedures where justified on thegrounds of urgency. The Commission recognises that the exceptional nature of the current economic situationcan justify the use of the accelerated procedure reducing considerably the overall time limit of the procedurefrom 87 days to 30 days. Such presumption of urgency should apply throughout 2009 and 2010 and subsequently 2011 for all major public projects. The relaxation for 2011 is referred to in PPN IN 01/11 of 4 Jan 2011, OGC

VI.3)Additional Information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs).However, any selection of tenderers will be based solely on the criteria set out for the procurement,and the contract will be awarded on the basis of the most economically advantageous tender. 1) The Contracting Authority is Homes for Haringey Ltd which has responsibility for the day-to-day managementand control of the London Borough of Haringey's housing stock; (2) The selection process will have a balanced weighting between quality & price as detailed in the tender documents; (3) The Contracting Authority has a duty to deliver Best Value and Performance Improvement in accordance with the UK-Local Government Act 1999 and the UK-Audit Commission Act 1998. The requirements under these two UK-Acts will have been considered and reflected in the Contracting Authority's tender evaluation criteria and weightings; (4) Applicants are advised that TUPE may apply to the existing employees engaged on the current contracts; relevant details will be provided on receipt of a signed confidentiality undertaking which will be included within the tender; (5) The contractor will be required as a condition of contract to comply with: a) the Contracting Authority's Contract Regulations and; b) the Code of Practice on Racial Equality in Housing issued by the Commissioner for Racial Equality.
