Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union is
lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
Homes for Haringey Ltd is an arms length management organisation. It has been directly awarded through anin house exemption, to provide maintenance services for commercial properties of Haringey Council. Previouslysuch maintenance did not fall within Homes for Haringey's delegated functions from the Council.
In these circumstances Homes for Haringey does not have prior knowledge of the commercial properties, asthese properties are new to the maintenance portfolio and there is insufficient time within which to procuremaintenance providers.
Accordingly, to mitigate risks associated with the above, HfH has taken commercial decision to engageorganisation from the supply chain from the Council¿s previous provider on an interim basis.
The award is for up to 2 years and is subject to a no fault termination.
